Some years have 13 Full Moons which makes one of them a Blue Moon. February doesn’t have a Full moon every 19 years. This is known as a Black Moon. Instead, January and March have two full Moons each creating a double Blue Moon.
A Blood Moon is a total lunar eclipse which creates a red color when the moon is eclipsed.
